Constellations present regulatory challenges because of their scale and the length of time taken for them to become fully operational. The large numbers of satellites needed for full coverage can cause congestion in high value orbits at lower altitudes, increasing the chance of collision. In the context of an impending telecommunications revolution, which the UK can play a crucial role in shaping, satellite communications via constellations are likely to become more and more common.
The UK therefore needs to develop a clear framework for regulating constellations to give industry more regulatory certainty. This regulation must strike a balance between the UKs ambition to maintain and grow its advantage in the satellite communications market and the safety and sustainability on orbit.
To do this, The UK Space Agency and ADS would like to hold a workshop where industry colleagues can share their views and help formulate the policy outcomes that are being developed to regulate satellite constellations. The areas being covered are as follows:
