Biography of Group Captain Rayna Owens
Group Captain Rayna Owens is an Air Operator by background but has wide-ranging experience across Defence. In addition to core home-based and deployable Air C2 and Air CT roles, she has spent significant time in the Ministry of Defence in roles covering strategic policy and strategy and scrutiny and Cross-Whitehall working on resilience and counter-terrorism. She is now in her 10th year and 3rd position working on space. Her first solely space appointment was as the Station Commander at RAF Fylingdales, the UK Ballistic Missile and Early Warning Radar. This was followed by 5 1/2 years in the Air Staff in the Ministry of Defence during which time she worked across Defence to drive forward knowledge and understanding of space, its importance, Defence reliance and helped to shape the new structures. Rayna moved to Air Command just under 2 years ago into a new Space Capability post since when she has built a team from 3-10 and set in place 2 Programmes, Space Operations Centre and ARTEMIS OCD, as well as starting to develop the golden thread work to link Military tasks and strategic objectives through to capability requirements. Rayna covers Space Development Delivery and Force Development for the RAF, thus providing synergy across these areas.
